Feels like it was written by someone who read an introduction to B7, fixated on the telepathy aspect and thought neuronic whips might be fun.

And Captain Picard was so frightened his hair fell out ever after.

When the Caliph is Sebastian, then the Thaarn must be a Vorlon.
And the Vorlons bestowed the gift of telepathy to the Auronar - to fight the Shadows.
Makes perfect sense.

I remember that, but Caliph says " neuronic whip".

Yes, that would be great! We could play Spot the B7 Guest Star in nearly every episode.

I once saw a cartoon where He-Man was doing really bad, ridiculous poetry. The caption was, "Master of the Loony Verse".

Orac to Zen: In future we will communicate by direct sensory link.
Pity the writers didn't use this idea anymore. It has great possibilities. For instance, Cally could have been sensitive for that kind of conversation. Could provide nice conflicts.

In this episode we remember that Cally is a telepath, AND we remember that Libby has a defense mechanism.

Avon's and Tarrant's calculations in graphite writing stick on paper would make great items in a charity sale by auction.
