Exactly, and that's what bothers me. I've heard plenty of criticism focused on how Avon has changed in S4, but IMHO, the others aren't off the hook.

Though the 7 might be a group of bandits, I do think the Federation is just one giant organization of bandits. Crime made legal as long as it's for the Federation's benefit.

I felt there was a definite change for the worse right from the start of series four. I felt the change was greatest with Avon though. He seemed more callous and less worried about taking lives. The whole series is more bloodthirsty than previous ones.
