It does make sense, and it is what often follows a big conflict e.g. Russia in 1917, etc. You can see it happening with the Federation as well. Especially with the new President AWOL for a while after she crash-landed on Sarran. Maybe it explains Servalan's motivation here as well; the civil war isn't quite over and she realises the massive strategic value of the Liberator.

There are references within the series to both a "Intergalactic" and a "Galactic" war. Yes, they could be the same thing; maybe not though.

And how long does the civil war actually continue? Is Servalan's overthrow on Gedden (which maybe can be placed between "Death-Watch" and "Terminal" ) a remnant of it? We see one small rebel army in "Rumours". Is there also still a larger organised movement, plotting against Servalan, and can that explain her actions in "Moloch" and "Terminal", both of which see her trying to rebuild her spacefleet?
