Might be. The location filming would decide the initial 'look' (it's rather flat, overcast - not sunny) and the editor would source some stock footage with similar weather and cut it in. Once the cut's done, the grader grades the whole scene shot by shot so that everything matches. Given the BBC resources, and the fact that the actors filmed in deepest Hertfordshire, it was probably cheaper than sending a film crew to the seaside, where they may not have been able to match the lighting anyway.

Apropos, the editor to whom I was assistant for five years was himself the assistant to M.A.C. Adams for this season. We're still in touch - I might see if he remembers!
