It's often been said that Servie's position in this episode is quite odd. She's surrounded by her "people" instead of Federation guards.

What HAS happened since "Death-Watch"? Given the close proximity of this episode to the following ones, presumably the whole Pylene 50 thing is already going on.

Well, Big Finish are making two (TWO!) series to fill the gap - Crossfire, and the work in progress Restoration. Though I'm not sure how they'll proceed without both Jacks and Paul.
