That guard costume looks recycled from Redemption which was in turn recycled from Doctor Who The Pirate Planet.

My thoughts exactly. Going through the Tom Baker years of Doctor Who you can pick out many items which appear in both series- like the space suit helmets here- they were in Doctor Who Underworld.
