The references to the Galactic War in this episode sound like a Federation civil war. Were there two wars - the Intergalactic War between our galaxy and the aliens (COA clearly references the Intergalactic War) and then a Galactic War between the remaining Federation forces.

Previously, in Horizon, it was stated that Libby on its own could fend off up to three pursuit ships. Now it appears something has been upgraded.

I think it was taking into account of the crew or lack of.. with someone like Tarrant etc.. it would be more effective

Makes sense to me.
Servalan would have to shore up her control and would need to get rid of any detractors.

Continuity has never been a strong suit of 70's television.

And why should it? These shows would only be broadcast once or twice. It's not like people will still be watching this in fifty years on magic disks or something.

Another reason Liberator is doing so well against Federation forces are that these ships are older obsolete versions with out of date defences and weapons..

That's why it's up for us to make sense of it. And a second, civil war would explain a lot of the contradictory references in various episodes.
