Conflict is the heart of drama. The darker the conflict, the greater the drama, but there is a very important difference between dramatic and gratuitous.

Nothing gratuitous about the conflict in Moloch, though, it's central to the plot.

And following the war, it's highly likely any semblance of law & order in the Federation would completely fall to pieces, hence the rise of scumbags such as Gross & Lector.

There were always scumbags - worse scumbags - like Morag and and Dev Tarrant and Raiker. My objection isn't to the characters in Moloch (apart from Doran) - Gross and Lector are no more or less objectionable than any other Fed baddies.
