They would have been created by the Radiophonic workshop and subject to separate copyright that facilitates things like the records and CDs of music and effects.

Chris Boucher was more than just an employee, he owns the rights to some stuff he created, like the characters in Kaldor city from the DW episode Robots of Death, and also Carnell from B7 episode Weapon.

Thats why there was able to be the Kaldor City audio range a few years ago, which included the character of Carnell in the storyline

Yes indeed. That's why I'm of the opinion that the rights for creations that Big Finish might need to explore the final series might plausibly be in the hands of three different copyright holders.

I don't think Chris Boucher is well. That's what was announced at CA2.

Combination of both, possibly. I know that Alistair Lock recreated them from scratch, but as far as possible using the same tech that was used for the originals.
