They deliberately cast big and bulky actors. It provides a real contrast with the regular characters, all of whom were fairly short.

There's a message here on reliance to computers as well.

Inspired decision to give Clent a walking stick. Otherwise he would come across as a bully.

I agree about the reliance on computers thing, but I think the Doctor makes that point better in this story than Penley. Actually he takes them both to task in his own charming way in this story

He is like the captain of a sinking ship. He does have a certain nobility.
